16. It has been recommended that in connection with
the introduction of separate metering accounts should be made
payable monthly, which it is thought will assist the tenants,
generally men of small means. From a Treasury point of view
there is no advantage, because deposits can be made, as at
present, to cover quarterly bills, while monthly accounts will
cntail an increased staff and eventually additional office
accommodation. A rought estiu to of the ultimate increase is
appended. (Appendix III). The change goes with the introduction
of separate metering and collection from tenants and I suggest
that monthly accounts should caly be introduced gradually as
the system of metering of separate floors spreads. I.E., the
Treasury, while having a right under the proposed new Ordinance
to collect monthly, would continue to collect quarterly in
cases where it was found more convenient.
Waste Prevention Service.
17. It is recommended that systematic measures be taken
to prevent waste of water. Proposals have already been
submitted by the Water Enginoor and an estimate of expendituro
involved is appended (Appendix IV). This service should be
initiated as soon as possible and should not avait the adortion
of other proposals in this Memorandum.
Introduction of the New Regime.
18. The installation of meters for separate floors will
necessarily take some tine. hile it is very difficult to
estimate, the Water Authority does not anticipate any immediate
guneral denmand for the instion of such moters when the
cost is realized by landlords. The Low system of charge should,
however, be brought into oporcion at a fixed dato, say the 1st
of July text, and it will no doubt then be possible to see
how far landlords will s for Me installation of separeto
meters.
